SEC: Yearly sales of a common product

This question is not a joke. I really do have a student asking this!

As part of the debate topic on privacy, this student is proposing a new
bill in Congress. She must come up with a way to fund her program, so
she has decided to place a 2% tax on toilet paper. Now, she must find
justification for this -- how much money will this really raise? Soooo,
the million dollar question is: how much toilet paper is sold in the
United States each year? (I was able to find the average price of $.57
per roll.)  Any ideas where to look?

I've searched the web, but with no luck. Any ideas?
