Wouldn't you know, I deleted the question on a story about one person deciding an election, then found the answer. The question seems not to have arrived in the archives yet, so I'm responding to the list: I ran across a bit of filler from Knight-Ridder which appeared in the _Tulsa World_ on Nov. 25. It describes a short story by Isaac Asimov, written in 1955, called "Franchise." In it, computers pinpoint one state, then one voter, to decide a presidential election.
