LM_NET: Library Media Networking

I have been reading the e-mails regarding the complexities of blocking
software.  I can see that it is a very frustrating matter to many
librarians.  I am enrolled in my first semester in library school. During a
class discussion on banned books and censorship different opinions were
voiced on filtering Internet sites on the computers in school libraries.  My
query is this -- Are all school libraries required to use blocking software
or does it vary from school to school.  Who decides if it is necessary and
what sites are filtered out?  Do you personally feel it is needed in your
school?
