book quest

I received this e-mail from a fellow librarian. Can someone help us with this?

I have a gentleman that asked me if I knew of a book from long ago that had
pastel pictures of some chunky dragons on the front cover.  He said that it was
a story that had a moral at the end and that the dragons ate only skunk cabbage
and marigolds.  Are any of you familiar with this book?  He said he read it when
he was in elementary school and he is now 40 years old.  He said it probably is
out of print.  He has been looking for the book for two years and no one knows
it by his description.  So, just checking!!!  Thanks.
