Check your regional accrediting agency. North Central has such a standard,
and others might. Unfortunately, it doesn't always mean anything, since a
school might choose to take a hit on that issue rather than on something
that they see as more important. I finally left a school that thought I
should cover small (<10 students) study halls in the library, and larger
ones elsewhere (library was closed then).
