GEN: emigrant vs. immigrant

Help!
An argument is raging among my soc. studies teachers that perhaps can only
be solved by your collective wisdom.
What is the difference between emigrant and immigrant.  We have looked in
all our dictionairies and find no difference, but some teachers claim that
an immigrant is in the process of moving, an emigrant has arrived.  Others
claim it is the "voice" being used - emigrant if talking about oneself -
others are immigrants (I find that one hard to believe).  Last faction
believes it is just a varient spelling and that they are
interchangable.  Any ideas?
