Senator Robert Torricelli (D-NJ) has introduced a bill to amend title 18
adding-"knowingly causes the transmission of a program, information, code,
or command, and as a result of such conduct, intentionally affects or
impairs without authorization a computer of an elementary school or
secondary school or institution of higher education;"

discusses reasons for the introduction and criticism of it.

Some of the issues are how broadly it is written and even the reasons why it
is being introduced.
