Television Studio Agreements

I am looking for sample agreements between a School Board and a City or Town
regarding a Public Access Television Studio which is housed in a school
district facility.  The Town in this case is the Franchising Authority and
wants some written agreement from the School Board committing to providing
the facility and guidelines for access by the public.  If you have such a
document and would be willing to share or consult, please e-mail me
