We used to have a District Teacher-Librarian (until her job was cut). She
would organize pro-d for the teacher-librarians, classroom teachers, and
administrators around library issues, she selected materials for the
District Resource Centre, she was an advocate for teacher-librarians and
libraries, she led the way in policy development, and probably a hundred
other things that I wasn't aware of.
