If you look at the Dewey schedules, there is a number for EVERYTHING, including Fiction. I tell kids that most libraries take their fiction out of the Dewey section (I'm trying to retrain my kids and myself to call it that) and put it in a separate area to make it easier for their patrons. A general rule for putting a book in the 398s instead of Fiction is that the author is unknown - stories that have been passed down for centuries. Hence, Sleeping Beauty is in the 398s, Sleeping Ugly is in Fiction. Dewey is a system for categorizing ALL books, not just non-fiction.
