Dear All,

Now that the Leave No Child Left Behind Act of 2001 seems destined for
the president's signature, it may be time to thank the 2 legislators who
introduced the section on replacing school library books: Rep. Major
Owens (NY) and Sen. Jack Reed (RI).

Rep. Major Owens, a former librarian, introduced H. R. 3071 to amend
title XII of the Elementary and Secondary Education Act of 1965 to
provide grants to improve
the infrastructure of elementary and secondary schools.
in the House of Representatives on October 13, 1999.

Sen. Jack Reed introduced S.327 : A bill to amend the Elementary and
Secondary Education Act of 1965 to provide up-to-date school library
media resources and well-trained, professionally certified school
library media specialists for elementary schools and secondary schools,
and for other purposes.

Some of you may remember a website that Sen. Reed had at one time with
examples of outdated books in school libraries today. I found some of
the titles listed on my own library shelves.

Components of both of these bills ended up in the final legislation
awaiting the President's signature.
