Here's an interesting -- and perfectly legal -- way to overcome that
problem:
Ask the PTA to open a separate account with a vendor (e.g, Follett, or B&T)
and then have the PTA deposit the funds *directly* into that account, for
the library to draw on.  This sidesteps all purchase orders that the
principal might have to (or choose not to) sign, and allows the librarian to
prepare an order without fear of losing those funds.
I've done this several times with Follett, and have thus been able to order
directly without any unnecessary paperwork or need for justification of each
title to a hostile administrator.
