  I used this method several years ago at the elementary school and and had
success with it.
Each child received a file folder and placed the name of their report on
the outside, their name and the date the inforamtion was due.  Inside, they
taped 3 edges of several blank catalog cards to the folder (we use the
leftovers, and cards from book that had been discarded) and wrote a several
question about their subject.  One card per question.  (We did states, so
there was population, governor, flag, etc)  Each student then received an
additional stack of cards and wrote the answer to a question on each card
(governor of IL is Ryan) then placed the answer in the pocket provided by
the question card.  Where possible they were to write only a few words on
each card.   They then took the cards, wrote a report, placed it in the
folder and turned the entire project in.
  Maybe this could be modified to work for your class.
