Inside, they taped 3 edges of several blank catalog cards to the folder (we use the leftovers, and cards from book that had been discarded) and wrote a several question about their subject. One card per question. (We did states, so there was population, governor, flag, etc) Each student then received an additional stack of cards and wrote the answer to a question on each card (governor of IL is Ryan) then placed the answer in the pocket provided by the question card. Where possible they were to write only a few words on each card. They then took the cards, wrote a report, placed it in the folder and turned the entire project in.
