Ah, the long-ago days (3+ years ago) when I too
had to worry about such things, before graduating
to worries about how to make the computer catalog
behave properly.... <g>
Anyway, I dug out my old rules-sheet that I had
for my aides, and found this:

4. When the same word is used for different kinds of headings,
the
order is: Person < Place < Subject < Title.
I.e., Washington, George (author) before
Washington, George (subject) before
Washington, D.C. before
Washington College before
Washington in war times (title)
Remember that entries of a word followed by a comma come
before
entries of the same word as the first of two or more words.
