Tech: Microphone use

I am trying to use a mic (build in) with my PC to make
phone calls.  I can dial my party and I can hear my
party but they cannot hear me although I can hear
myself through the speaker in the monitor.  Any
suggestions as to what I need to do.  The mic plug is
surely in the correct place for me to hear myself.
