LM_NET: Library Media Networking

I am curious about how many elementary school libraries purchase classroom
sets (approx. 20 copies of a title) out of library funds. With my small
budget ($4000) which I must use to purchase everything except AV and
Computer Equipment, it seems unfair to the students to buy that number of
multiple copies. What is your policy/position on this? I know I need to
serve all of my populations, but grade levels and teachers get budgets here
as well, and it seems like they might purchase these sets out of those
budgets.
