Telling students to copy ANYTHING is a violation of the "top down" rule.
Someone who is your boss (teacher, principal, etc.) cannot tell you to
make copies of anything. The teacher can put the material on reserve,
and tell the kids that they have to read the material before school
starts, then let the KIDS make the decision to copy or just sit there
and read. That wouldn't violate the law, and only the student would know
how much they copy on an unattended copier. The student would ultimately
be responsible for the violation, if there were one.

Why not just sell the books to the kids as soon as they come in?

Would it be possible for the teacher to leave the book with you with the
chapter's marked and then allow you to place it in the library on
"reserve"?  The teacher could then ask that the students go to the
library
to check out the book (perhaps on an hour loan) to photocopy the
chapters
needed themselves?  Because they are the ones who are purchasing the
book,
they would only be receiving a copy of what they need to read before the
text arrives.  It puts more responsibility on the student to get the
copies made, but the student is still responsible for reading the
material
even if the teacher gives it to them.  This way, the student has the
burden on them--which is what they will have when they get to college.
Why
not "train" them now?

Just a thought.
