Check out my PPR web page at http://courses.unt.edu/csimpson/cright/ppr.htm. I list as many vendors as I have found (I'm still collecting!) who offer public performance rights with videos sold to schools and libraries. When I purchase for classroom, instructional purposes, I'm not always going to want to pay extra for PPR. It's an unncessary added expense. We could use a few items for sharing during evening parent workshops to occupy small visitors in the child care center ... Otherwise, we show only one movie a year as a public performance. And we still rent a big screen 16mm for that.
