Tech: dancing letters?

Greetings,

A teacher in my school wants to know how to make letters in the middle of a word 
shake or blink or dance....She needs to somehow draw attention to the letters.  
She's not sure what program it would happen in, we have all PCs with Word and 
Powerpoint.

Can anyone help?
