library fines and alternatives to fines

I am not sure if I am doing this right or not....here it goes.  I am =
currently the librarian at an elementary school, while getting my =
master's in Library Science.  I have an oral report to do on library =
fines and alternatives to fines.  Does anyone know of any articles on =
this  topic, or does anyone have any information on how I should present =
this topic?  Your assistance is greatly appreciated!=20
