Here is the suggestion that Frank Di Salle offered ...( our emails crossed!)

May I suggest a
different tack (no pun intended)? Break the children into groups,
randomly, by size or alphabet or something. Have one "team" research
the Norwegian Captain's position: What CAN he do? What MUST he do?
Another team would represent the refugees' position: Should they just
settle for any place but Indonesia? Should they get to choose where
they want to go? Then the Australian 'official' position: What does
Australian law say about refugees: are the Indonesians legitimately
refugees? Does Australia have any obligation to do something for them?

 The results should be:
  1) A summary report from each group, with a dissenting opinion, if
there was one
  2) Direct quotations cited properly
  3) Complete Bibliography, using AT LEAST 1 General Encyclopedia; 1
Specialized Encyclopedia; 2 Books; 5 Articles
  4) A narrative on how the work was accomplished

This way, every one can maintain some neutrality. Of course, every one
gets to hear and read the reports, dissents, and the narratives.

PS There was also a very brief headline that 100 asylum seekers have been
arrested trying to walk through the tunnel under the English Channel from
France to England.  That could provide another opportunity to expand the
topic.
