LM_NET: Library Media Networking

I've assumed responsibility for building's (District's) Distance Learning
venture.  All equipment and computers will be in place by Christmas.  I have
to come up with a simple program that can demonstrate the
capabilities/possibilities of such a feature.
Any books, sites, advice you can extend is appreciated.
