Here is a story from the Dallas Morning News concerning a recent change
in policy.
The Northwest School district has implemented a program which requires
certain computer proficency skills for teachers.  Teachers who do not
pass will not receive raises.  The plan goes into action in 5 years, so
teachers have 5 years to update skills.
