The following response to my question regarding abbreviations of state names when cataloging sums up what most people who responded said. It is from James Maccaferri, a professor of Library Science at Clarion University of Pennsylvania. AACR2r still stipulates that the state abbreviations found in Appendix B be used as needed in the Publication, Distribution, etc., area. Note, however, that if the name of the state is needed to identify the place of publication _and_ the postal abbreviation appears with the name of the city in the item being cataloged, then the postal abbreviation would be transcribed as found. Thus: on title page: Clarion, Pennsylvania transcribe: Clarion, Pa. on title page, Clarion, PA transcribe: Clarion, PA Thanks to all who responded.
