Susan, if a dictionary definition needs to used in an assignment, I usually write "The Oxford Dictionary defines xxxxx as yyyyyy" I have written many assignments over the years and I do not recall ever citing the book in the bibliography in these instances, and I have never had anyone pick me up on it. And I am talking Masters level and beyond! Plagiarism IS copying someone else's work but the key is CLAIMING IT AS YOUR OWN. And you do not have to have a full-scale bibliography to avoid that. I teach my little ones (Yr 3+) that if they cannot write the sentence better than the original then they can use it but they have to use quotation marks to show that someone else said it. Just like in their story writing, they use them to show when someone else is speaking. (But we also discuss what it would be like to read something that had quotation marks around every sentence!) At the bottom of their page, I ask them to write the title of the book that they copied their sentence from, so I can find the sentence. Sometimes we work together on how they might have been able to change it, if I suspect that it is more a lack of effort than a lack of an alternative. And those kids soon find that sometimes it takes longer to write the titles than the sentence so their brains start to kick in. It is just a start in helping them become accountable, and we build on it over time with a variety of strategies and situations. But it is the attitude/ value that stealing someone's words without asking, is the same as stealing their bike or computer game. Hopefully, most will take it on board.
