My situation in International School was to check out to parents,
administrators, anyone associated with the school, and, in some cases, even
to the foreigners who might become associated later.

In Canada, because of the Public Library system, we were not inundated by
requests, but did honor any from parents and members of the School District.

The rationale is simple - if children learn what they see, then we want the
parents to be reading and setting a pattern.

Of course, you must set some limitations if you collection is relatively
small. I was very successful with a borrowing system which had the child
accompany the parent, who borrowed the item on the child's card. (It was
sometime amusing to see the child advise the parent and parents told me
later that they were reminded STRONGLY when an item was becoming due)
