In my public library, we have this magic shelf near tech services department that we put weeded books on. Dirty, falling apart books get put on the bottom for disposal. The nice, but non-circulating books (if it hasn't gone out in 2 years, I have to justify keeping it) get added to our Friends of the Library twice-yearly book sale. Each book gets stamped as "Cancelled and sold by the Friends of the Euclid Public Library." But some still end up back on my shelves somehow. Our Friends groups is a really great resource, as well as a wonderful bunch of people. They provide the funding for our summer reading program. Do any schools have Friends groups for their libraries?
