In my previous state, discarded books had to be boxed up and warehoused
and placed in surplus as per state law. In theory, items in surplus were
eventually auctioned off or... what I'm not sure. In some places it seems
they were warehoused for years and years.

About five years ago I had the task of creating a new middle school
library with about $20,000 (sigh). Consequently, some parents and
community members worked to help get donations. One especially
enterprising gentleman somehow managed to get a 1 ton truck to the
state capital where he filled it with books and brought them
to us. All were marked: DISCARDED FROM THE STATE OF OREGON MENTAL
INSTITUTION. All were from the 50s and 60s. He was so pleased with
himself.

We passed quite a few out as they were popular novelty items. We also
felt obligated to take a little time to poke around looking for hidden
gems (we found a whole pack of nude photos someone had taken of a
girlfriend at the  beach and glued to pages in one of the books). I still
have a couple of the books in my private collection as keepsakes.
Otherwise, we were hauling 'em out the back as fast as he could carry 'em
in the front. To heck with protocol!
