Peace on Earth

All my life I have heard the Biblical quote, "Peace on Earth, good will
toward men."  However, in recent years, more and more often  it comes out
as "Peace on Earth to men of good will" -- a vastly different sentiment
to my way of thinking.  I do not wish to get embroiled in a theological
discussion here, but I am sure some of you out there have the resources
to explain to me how and why the translation has shifted.  Keen to know,
and offering TIA (as well as peace -- utterly independent of your state
of will)...
