Diane,
I ran right to my records department and asked them if I can do the same
thing you are dong.  We have all the check lists, processes etc.  some just
skip all that and move!  We get a message from the new school to send
records.  Even if I don't get mine back...the next school is alerted to a
possible problem

Let me clarify my request. I was asking for help with
missing books and transfer students.
Normally we do have a check list that I need to sign
off on when a student is transferring out of the
school. My problem arose with students who transferred
out of the school with no prior notice - they were
just gone one day, along with the library books. We
have a large transient popluation, and some students
may only be in our school a week or two. The school
has never held the records before as they felt it
wasn't worth the time and effort. This time when I
spoke with my principal, I included the cost of the
books (including on Harry Potter book at $24.95). At
the end of the day I got a phone call telling me to
draft a letter to include with the records. At least
this is a step in the right direction.
Thanks again for your support. Everyone who has
written has mentioned a check list for before the
students leave, that is not my problem. We also hand
out overdue notices from our automation system. This
is not what the principal want me to include with the
records. She wants a form letter of some kind.
