sorry I failed to see that the original post was from a High School and presented the Elementary procedure. In high schools things would be addressed in the way below before school. Generally, during the day the same rules on passes that exist any other day are still in effect. Most of the high schools in my area also run breakfast cafeteria service so that is where the kids are before school. In the middle schools the kids are all collected and confined to one or two areas like the cafe, auditorium or gym with a few passes until the teachers are contractually required to be in their rooms to receive the darlings. Teachers who would normally be assigned to yard duty before school supervise the indoor areas. The library may or may not be open and passes would be available under everyday rules with the "duty" teacher determining the need for one.
