Leah,  (I love your name -- it was my grandmother's)
   Your story is mine almost exactly!  The whole district was given
this grant money to start AR in the elem. and jr. highs, but now
we've been left in the lurch since the grant dried up.  We have a
pretty high SES in this neighborhood, so the parents have raised
some money for tests in the past, but it's so inconsistent that I get
frustrated.  Thanks for your response.
