Help! Paint toolbar gone

Please help us solve this mystery.  We're using Paint for elementary computer lab.  
This one machine (Windows 98) says th=
at there is a toolbar, but it is not evident to the human eye.  We've re-installed 
Windows 98, we've tried changing size =
of view, we've unclicked and cliked "toolbar" in view; but nothing works.  Any 
ideas?
