TECH: ?change home page w/out options window

Somehow, despite having Fortress, students have been able not only to change
the home page in internet explorer, but to hide or delete the internet
options window that would allow us to change the home page back to our
school's page. Soooo....does anyone one know how to change the home page
OTHER than with the internet options window for internet explorer 4.0 and
5.0?

We have a windows NT network and we in the media center are not in charge of
the network nor do we have access to the server.
