Book title request

A teacher came to me this morning with a request.  He would like to locate
a book that he remembers his grandmother reading to him as a child.  This
is what he remembers.  It was about a cat and a fiddle.  There was a king
in the story and a rocking chair that the cat worries about getting his
tail caught in.  Oh yes, and the book was green. Don't we all relate to
that description! :)

It doesn't ring any bells with me but I told him that someone out there in
library land might be of help.  Thanks in advance.
