My middle school media loss policy, which has had the effect of both increasing circulation and reducing uncompensated loss: (In order of preference) 1. Students personally check out all materials they use outside the library. 2. Materials checked out for classroom use are managed as textbooks and fines issued for loss/damage. 3. Unfined for loss/damage is charged to the teacher's department as a budget transfer to media. 4. Unfined for loss/damage charges not approved by department head are the responsibility of the teacher. The significant increase in #1 and use of #2 has practically eliminated #s 3 and 4 as even an issue. I agree, no teacher should feel alienated by the prospect of a fine, but they can understand that there are practical, established alternatives that work and non-accountability really isn't an option for anyone. And it hasn't hurt at all that everyone better understands the cost of library materials and whose tree they grow on.
