Our district mandated extreme cutbacks on periodical subscriptions. Individual buildings are not allowed to purchase professional journals with district money. Our district "Educational Resource Center" is in charge of the routing of all professional journals to faculty who request them. I am in my eighth month of this new situation, and the obvious "pro" is conservation and responsibility. I have to get the journal read, make my selections, and get the journal off in a week. They don't get stacked up as they have in years past. Of course the "con" is the timeliness of the issue, and convenience of reading at my leisure. The publisher must be feeling this lack of revenue; certainly Omaha Public Schools isn't the only district making such decisions. This would be one explanation to the increase in subscription price.
