HI Folks;

For me this is no different than a teacher who brings a class in and =
then sits and reads the newspaper, or grades homework etc during the =
period and is not in touch with what students are doing.  It is not the =
technology that is the problem.  It is the behavior.

I agree that the behavior demonstrates as lack of professionalism.  I =
usually speak with the teacher when the he/she is not "involved" with =
the students.

Regarding cell phones:
Here is Thailand cell phones are the norm. We do not have a ban on them. =
 However, policy states that students are not to USE them during class =
time and we equate being in the library the same as being in class.  =
Phones are to be turned off or put on silent and students are not =
"dismissed" so they can take or make a call during class time. If a =
student does use the phone it is left in the library for the rest of the =
school day and returned after school. (This does not happen very often). =
 If it occurs a second time the phone is kept in the library for a =
longer period.  Actually, I have not had that happen at all.  These kids =
can't imagine life for a day without the phone.  When using the library =
after school they must put the phone on silent and then they must take =
the phone outside the library to use it.  We are a K-12 grade school and =
have over 1200 students.  The majority of our students have cells =
phones.  It starts at about grade three--by grade five many/most of the =
students have one.  When parents use the cell phone in the library we =
simply but kindly ask them to step outside to use it.  We also have a =
small sign posted outside the library that is a picture of a cell phone =
with the words "Please use phone outside" written diagonally across it.=20
