spend time in the library to observe first hand.

I had a similar situation many years ago and learned my lesson-
now I control who comes to the library. Any student who wishes to
be in the library for their activity period (we don't have any
study halls) or during lunch MUST have a presigned pass from me.
In that manner I can control those times when I have a class in
the library or control the maximum I will accept. In this manner I
can also refuse admittance to any student who has proven unable to
use the facility in an "adult" manner.
