What does your fire code state? You can ask your local fire marshall to determine maximum occupancy (if it isn't already in place). We're a small public library and have been told that fire code says that for our 4,000 sq. ft. building, with no fire exit in the children's area, our capacity is 40. That's 100th of the square footage, or 100 sq. ft., per person. And that 40 includes staff. This might give you a guideline to go by. And I agree with the person who says that once you have as many people as you have seats, that's *full.* If there's no other limit, that could be one. By the way, what happens during a fire drill when your library is is overfilled?
