HELP Spending State Funds Again

First I'd like to thank everyone for their replies.  Here's another problem I
am facing:  in general, I have always asked teachers for their input and
ordered when I received their requests. When I explained this to the
administrator in question, she replied that those who did not respond earlier
would just be out of luck.  Any comments?
