Annoying popups

I have been having problems with annoying popups coming up as I access
various web sites including the LM_NET archives.  I even tried deleting the
cookies and managed to mess up the time and temperature icon from Weather
Underground on my web site so ended up having to redo it.  Norton's does not
detect a virus so it can't be that.

I know that popups occur with some web sites but tonight I had one when I
went to the archives and read the first message from LM_NET.  Is there a
solution?
