Beacuse when they get those weekly phone calls telling them how many hours
their children are spending out of a classroom they can then complain that
the school board is not meeting their children's "special needs."  Then
they can either push their agenda onto all the students in the school or
sue the board to provide tuition for a private school that will meet their
children's educational needs.  The fact that these forms are being passed
out in churches in small towns could be significant to at least their
schools.  I have observed a small town school system to completely changed
by a small but vocal minority.  Though, not as extreme as these people, the
group banded together to people who shared there views nominated by both
political parties and took control of the school boards forming a
"bipartisan alliance."  Within a year they had fired or forced the
resignations of the Superintendent, Assistant Superintendent, High School
Principal and Vice Principal, and Middle School Principal and
Vice-Principal and replaced them with people of their choice.  Having
accomplished this they then pulled all their kids out of the public system
anyway.
