Laura

It was problems like you are describing that prompted me to mark the reading
levels on the inside book cover and begin educating the school population
(teachers and admin included) on the difference between picture books (which
I explain "are often written at higher reading levels (5 and above), but use
PICTURES to HELP tell the story. This is great if you want to emphasis
things like picture cues, prediction, etc.  while reading the story;
however, if you want to emphasis things like comprehension or fluency giving
a child a book that is written way over their ability will get you no where.

In my elementary - I put fairy tales written at levels 3 and below in the E
nonfiction and everything written at 4 and above in the regular nonfiction
section.

Another thing to keep in mind (this is somewhat tongue in cheek):
Everything you read here are suggestions :-)
We share what has worked (and sometimes Not worked) for us. You get to
choose for yourself!
