Hi Charles, I would look at state standards or AASL's standards document to help determine levels of library quality. Both Minnesota's <http://cfl.state.mn.us/library/mnschoolstandards.pdf> and AASL's use a rubric format that give multiple levels of quality, including excellent or exemplary.
