I used Dover frequently when my daughters were small. They have a good selection of activity books involving connect-the-dots, stickers, etc, that kept them involved in the back seat of the car. Most of their offerings are reprints of old titles, usually in paperback. Sometimes I have found them to be a tad dated, but their reprints of old classics are good, if you don't mind paperback. I have purchased music scores for my daughter, and copies of folklore. The books themselves are fairly sturdy for being paperback. I think Dover would be most useful for a high school library trying to fill a gap in a collection.
