Developing Library Media Goals

Hello everyone

I am trying to develop a library media plan/goals for the year, and I just
wanted to pool your collective thoughts on the following:
(if this has already been discussed, please let me know and I'll search the
archives)

In your opinion, what are four broad benchmarks of any library media program
that should
be addressed in a yearly media plan??  Notice I said ANY media program,
because even
though each our media programs (elementary, middle school or high school)
has its own unique character that is shaped by the individual schools in
which we serve, there are basic components which are the cornerstone of any
good media program.

Two that I can think of offhand are:

Collection Development

Advocacy of Reading and Literacy
