By Carrie Russell -- 1/1/2002 Ms. Russell argues that such use is fair use. I have in the past requested permission, always granted; I would not expect a publisher to request payment. Paying a small price for blanket permission, however, would be worth it as it is time consuming to send away for permissions (and I usually don't know what I want to use until -- I use it).
