My school is 460 students. I don't set limits with some exceptions. I
presign everyone is wishes to come - it can be as high as 50 - as low as 10-
depending on time of day, period, etc. They sign a contract with me - which
reads - Quiet study, no lav, no locker, etc. I prefer to limit students to 4
to a table but that is not always possible. I do have a list as well which
contains students who were not able to abide by the guidelines - which
limits their use to a specified period of "banishment" - usually a few days;
at times it has been a month. As I direct who is able to come (not the
teacher) this system works fairly for everyone. I do not question what they
will be doing - some just come and sit quietly, some study, some work
together, some read the Bible. The atmosphere is very relaxed - and I do
about zero discipline, usually.

Teachers must plan ahead of time to bring in classes and plan the assignment
with me - so I always know in advance when I need to limit other students.
During those times I limit students to about 20 - then post a sign "library
full and the period"

I, agree, that I will not spend my time with discipline. With this method
there is usually no need to discipline.
