TARGET: value of experienced staff-elementary

In your districts, are you seeing a trend towards hiring only young and
inexperienced staff to save money?  If so, what effect is that having
upon the quality of teaching going on in your elementary building?  Are
your inexperiened teachers making use of whatever experienced staff
remain for mentoring?  Has your district come up with any innovative
ways to deal with this issue?
